Owner Occupied Home Improvement Program


Households who own and occupy their home and are age and income qualified may be eligible for Owner-Occupied Rehabilitation Programs offered by the City of Rosemead.  Through these programs, funds are available to assist low- and moderate- income (0 to 80% of Maximum Federal Income) homeowners in making certain rehabilitation improvements and upgrades to their single-family residence. Households must income qualify based on guidelines below:

Funds for these programs are limited and allocated on a first-come, first- served basis.  The various programs the City offers are as follows: 





Emergency Grant

Emergency grants are available to eligible senior citizens (62 years and older) for corrections to emergency code deficiencies which constitute an immediate health and safety risk.

Maximum of $5,000

 (1) emergency grant

Handyman Grant

Grants are available to eligible senior citizens (62 years and older) or handicapped/disabled citizens who need financial assistance for critical health and safety related improvements. The grant may be used for repairs related to code deficiencies such as new roofs, smoke detectors, and exterior painting.

Maximum of $20,000

(1) grant every five (5) years with a maximum of three (3) grants

Deferred Loans

The Loan Program provides a 0%, no monthly payment, deferred loan that forgives 25% for every 5 years the owner continuously lives in the home, does not take cash-out and does not change ownership of the property. At the completion of 20 years, the loan is 100% forgiven (becomes a grant). Eligible households must be low- and moderate-income who own and occupy a residential property that is their primary residence. The loan is available for repairs to the primary structure (detached garages are not included).

Based on improvement costs and funding availability without going over the loan-to-value limit



NOTE: All grant programs (except emergency grant) require the recording of a covenant against the property for payment of liquidated damages in the amount of $10,000 if ownership is changed within one (1) year of the date of the completion of the work.

Eligible Improvements

Eligible improvements under these programs include but are not limited to; roof replacement (garages are not eligible), heating and air conditioning replacement, electrical system (rewire and/or electrical panel), water line system/repair, waste/drain replacement/repair, window replacement, sewer line replacement/repair, foundation repair. Improvement must be approved by the City of Rosemead's Community Development Department before work begins and must be done by a contractor who is properly licensed through the State of California.
