California Uniform Construction Public Cost Accounting Act

On January 14th, 2025, the City of Rosemead elected to adopt the California Uniform Public Construction Cost Accounting Act (CUPCCAA), which provides the City with bidding alternatives meant to streamline public projects. Per the Act, cities that adopt the policy must compile a list of pre-qualified contractors that will be notified when a public project relevant to their skills or classification is seeking informal bids. 

WHAT IS CUPCCAA?

The California Uniform Public Construction Cost Accounting Act (CUPCCAA) was enacted in 1983 to help promote bidding and accounting standards for public entities throughout California performing public projects. By adopting the legislation, cities can informally bid public projects or perform them through force account if they fall within pre-established thresholds. The thresholds and their accompanied procedures include:

*In the event that the monetary limits specified in Sections 22032 and 22034 of CUPCCAA are amended by the State Legislature or adjusted by the State Controller, such amendment in monetary limits shall prevail and apply.

PLEASE NOTE: The list is updated on an annual basis and contractors must resubmit up to date information annually to be included in the pre-qualified contractor's list each year. The City of Rosemead is not obligated to keep contractor's information on the list and holds the right to remove a vendor if updated information is not provided.
