WHAT IS AN ACCESSORY DWELLING UNIT?

On September 8, 2020,  the Rosemead City Council adopted Ordinance No. 995 to comply with the new state provisions for accessory dwelling units. The updated Ordinance will become effective on October 8, 2020.

An accessory dwelling unit (ADU) is an attached or detached structure that provides independent living facilities for one or more persons and includes permanent provisions for living, sleeping, eating, cooking, and sanitation on the same parcel as a single-family dwelling unit. They can have a separate mailing address and be rented to a third-party or occupied by a property owner(s).

DEVELOPMENT STANDARDS

SUBMITTAL REQUIREMENTS

An administrative site plan and design review must be submitted for review to the Planning Division prior to submitting for a Building Permit (as part of Building Plan Check process) to ensure compliance with the zoning regulations.

ADU Standard Plans Program
Assembly Bill 1332 requires local agencies to develop a program to preapprove architectural and design plans for ADUs by January 1, 2025. As a result, the City accepted plans from design professionals for detached ADUs pre-approved for use throughout the City . To date, the Planning and Building and Safety Divisions have pre-approved the following plans below. Homeowners may purchase the plans directly from the design professional, resulting in a significantly streamlined process for both the design and permitting of an ADU. The program is continuous and allows for additional plans to be pre-approved in the future.
