The Economic Development Division is actively devoted and fully dedicated to the successful delivery and implementation of a comprehensive economic development program that promotes the recruitment and retention of businesses and industries that share our values as a community, as well as our commitment to success. The division takes a lead role in creating a strong pro-business climate by working with local businesses to facilitate expansions, assist with workforce development needs, provide access to standard regional resources, and helping entrepreneurs start new business enterprises.

By fostering and maintaining strong relationships within our community, the City of Rosemead continues its commitment to providing the highest caliber quality of life and environment by keeping Rosemead safe, clean, and economically prosperous. The City's Economic Development staff actively responds to the needs of the public and plays an integral role in preserving and enhancing Rosemead's quality of life with its vast resources. Job Creation and Business Incentive Program (Commercial Façade Improvement)

How Does The Program Work? 

The Commercial Façade Improvement Program assists new and existing businesses improve their building’s façade by providing a forgivable no interest loan that is predicated on the creation of new jobs for low- to moderate-income persons. If the business hires one permanent full-time equivalent position for low- or moderate-income person for one-year, the $25,000 loan used to improve the building’s façade is forgiven and does not need to be paid back. The maximum assistance under the program is $50,000 for each business.

Examples of qualifying improvements:

• Storefront Restoration or Renovation 
• New Exterior Paint
• Permanent Signage
• New Exterior Façade Treatments (stucco, brick veneer, awnings, etc.)
• New Exterior Lighting 
• Mechanical Equipment Screening

The funds may only be used for physical exterior building improvements. Interior and underground improvements are not eligible. The funds may also not be used for business operations or non-qualifying expenses. 

How is the Program Funded?
Program activities are funded by the U.S. Department of Housing and Urban Development (HUD) Community Development Block Grant (CDBG). The funding allocation for this Program is based on annual allocations provided by HUD and approval by the City Council.

Finalist for the Most Business Friendly City Award

Eddy award logoWe are pleased to share that the City of Rosemead has been a finalist for various years in the “Most Business-Friendly City in Los Angeles County Award,” which is judged annually by the Los Angeles County Economic Development Corporation (LAEDC). Rosemead ranking as an award finalists was based on LAEDC evaluations of the City’s demonstrated priority commitment to economic development, excellence in programs and services designed to facilitate business entry, expansion and retention, competitive business tax rates and fee structures, availability of economic incentives, and effective communication with business clients - City staff communicates in Spanish, Chinese (Mandarin, Cantonese, Chiu chow/Teochew, and Taishan), Vietnamese, Korean, Thai, Romanian, Tagalog; and through Rosemead’s ‘Round the Clock’, Facebook, Instagram, Nixle, and Twitter, providing residents, businesses and visitors channels to identify problems with a Virtual City Hall 24/7.

The City of Rosemead continues to work diligently to maintain its business-friendly atmosphere, working closely with and valuing our business community. The City provides virtual assistance, one-day turnaround for business licenses, engages with the community, recognizes and awards businesses for their contribution to the city, and attracts and retains a dynamic range of businesses.

  • Business referral services to organizations that can help with specific business needs.
  • New businesses can obtain a Banner permit to display a banner on the frontage of their building to promote a grand opening. Banner permit is valid for up to 60 days at a fee of $60.00.

Economic Development participated in regional business and industrial trade events to seek out and attract desirable businesses to Rosemead.

Business Retention & Expansion
This business retention and expansion program strives to keep businesses from relocating to other cities; helps businesses survive economic difficulties; assists businesses with expansion that create jobs; and helps firms increase their competitiveness. In an effort to identify and understand the needs of Rosemead businesses, the City has monthly “Meet & Greet” visitations with the purpose of gathering information about what businesses need to be successful in Rosemead.

Business Concierge
The Business Concierge assists in resolving business related issues or challenges for Rosemead businesses and developers. Our team of experts provide one-on-one assistance and help you to navigate the permit and/or development process.

Film Rosemead
The City of Rosemead is a film-friendly community that supports the filming industry and does its best to assist production companies who wish to do business here. When filming in Rosemead, you can expect to receive the following services:

  • Single point of contact for projects in Rosemead
  • Easy to interpret cost schedule making it easy to budget
  • A location library for stills or filming projects
