Emergency Assistance Programs

The City of Rosemead has received funding from the Federal CARES Act and HUD Community Development Block Grant-Coronavirus (CDBG-CV) program to help local businesses and residents affected by the coronavirus pandemic.

Several new programs including commercial and residential rental assistance and utility assistance have been developed to reduce the effects of financial hardship suffered by Rosemead residents and small business owners that have had a reduction in income as a result of COVID-19. The programs were designed to provide short-term assistance during the pandemic.

California Extends Moratorium Eviction and Increases Rental & Utility Assistance

June 2021: California has extended its statewide eviction moratorium until September 30, 2021. Additionally, rent and utility assistance for eligible renters and landlords has increased. The program now covers 100% of past and prospective rent owed between April 1, 2020, through September 30, 2021. Eligible Landlords and tenants can apply for this assistance by clicking here

COVID-19 Small Business Assistance Program, Round 2 - NOW OPEN!

March 2021: The City of Rosemead is once again accepting online applications for the Small Business Assistance Program (SBAP). The online application can be accessed on the link in the left column. Due to limited funding, applications for the SBAP are being accepted on a first come, first served basis. Only complete applications will be accepted. Before submitting your application, please verify all requested documents have been uploaded. If you have previously received funding from the City of Rosemead's SBAP, you may not qualify to apply again. To request a hard copy or PDF of the SBAP application, please call (626) 569-2153. 

Qualifying micro enterprises with five (FTE) employees or less are encouraged to apply for assistance. The City will provide a maximum of $10,000 for commercial rent. To be eligible, the recipient business must have been in operation prior to March 1, 2020; have a valid Rosemead Business License; have a verifiable loss of revenue due to COVID 19; and have not received other assistance for the same commercial rent. Businesses must meet one of the following to be eligible for assistance:

  1. The business is located in a HUD-defined low- and moderate-income area (click here to view map) and provides a service to the immediate surrounding residential neighborhood; OR
  2. 51% of the business’ employees on payroll are from a low- moderate-income household (80% or below), see table below; OR
  3. The business owner’s current income is low- and moderate income (80% or below), see table below.
