**Update: Price Gouging Enforcement

Los Angeles County has approved an urgency ordinance to strengthen protections for County consumers and small businesses, and to eliminate price gouging during the COVID-19 pandemic and other emergencies. Effective immediately, the ordinance authorizes the filing of civil actions against price gougers and imposes a civil penalty of up to $10,000 per violation.

If you've seen examples of price gouging in your community or online, report it to L.A. County's Department of Business and Consumer Affairs (DCBA) counselors.

On March 25, 2020, Governor Newsom announced financial institutions will provide mortgage relief for a vast majority of people. Californians economically impacted by COVID-19 may receive 90-day grace periods to make mortgage payments. Click here for more information.

The City of Rosemead is here to serve you! Although City facilities are currently closed to the public, City staff continues to serve our residents and is available to assist you virtually. You may view our staff directory  here or contact City Hall at (626)569-2100.

We understand that residents and stakeholders have questions regarding how to continue to conduct business with the City, in light of this action. City staff will continue to provide the following services:

Administration / City Clerk’s Office:

  • City Council Meetings
    •  The City will continue to live stream City Council meetings. You may submit a remote public comment by calling (626) 569-2100 or via email at [email protected] by 5:00 p.m. Please identify the topic you wish to comment in your email’s subject line. All comments are public record and will be recorded in the official record of the City. Friendly reminder that City Hall will be closed during this time.
  • Billing / Payment Information:
    • Payees are encouraged to mail payments or drop off a payment at City Hall from Monday through Thursday, 8:00 a.m. – 5:00 p.m. Note: A payment box is available outside the Main Entrance for any payments dropped off. Payees are highly encouraged to pay in check form.
  • Passport Services
    • All passport services are postponed when City Facilities are closed to the public due to the Pandemic or until further notice. Please call City Hall to check if passport services have resumed.

Community Development:

  • Building and Safety Division
    • The Building Division continues to accept requests for inspections on a case by case basis by phone, email, or the website, with life and safety matters taking priority. Requests for inspection are screened prior to being placed on the schedule for the next day to ensure that the job sites are safe to visit and that the inspection requested is necessary under the circumstances. We are strongly encouraging customers to submit plans and applications electronically. Hard copies of plans may be accepted on a case by case basis and drop off must first be coordinated with Building staff by calling (626) 569-2130. Appointments for in-person meetings are being limited and may be only be approved if the situation is concerning a life and safety matter, or if approved by the Building Official. Payments by check may be submitted at the City Hall drop box but payments are also encouraged to be mailed in.   • Economic Development
    • The business community is reminded that the City’s Economic Development team is available to assist during this time of crisis and throughout the year. Please contact Planning and Economic Development Manager, Lily Valenzuela, to explore available resources at (626) 569-2140
    • City staff provided information with links of resources to help businesses during the COVID-19 crisis. For more information, please visit: Economic Development Information
    • Supermarkets or grocers that have limited hours of operations due to a conditional use permit (CUP) are encouraged to contact Community Development by phone (626) 569-2140 or email Lily Valenzuela at [email protected] to adjust the hours to accommodate seniors and those with special needs during these trying times.
  • Small Business Administration (SBA) Disaster Loans

Parks and Recreation Department:

  • Facilities
    • Outdoor parks and recreation facilities will be permitted to open as long as everyone adheres to physical distancing and infection control guidelines. For more information about the Los Angeles County Department of Parks and Recreation reopening golf courses and trails, please click here. Please note: Parks’ playgrounds, picnic shelters, basketball courts, pools and skate park will not be open and access is prohibited. Athletic fields will also be closed to organizations for practice and games.  Everyone attending City parks must practice social distancing and wear face coverings.
  • Senior Lunch Program
    • Senior Lunch Program participants will receive meals that they can take home. Meals are available at Garvey Center on Mondays and Wednesdays from 11:30 a.m. to 12:00 p.m. Participants will receive two lunches on Mondays (lunch for Monday and Tuesday) and three lunches on Wednesdays (lunch for Wednesday, Thursday and Friday. Lunches are available on a first come first service basis.
  • Recreational Programs
    • All in-person classes, trips and facility use permits/reservations have been cancelled until further notice.
    • All sporting leagues’ events and organized play groups have been cancelled until further notice.

Public Safety:

  • Street Sweeping
    • Due to the recent updates of Los Angeles County Department of Public Health Order, effective December 10, 2020, street sweeping parking enforcement is suspended until further notice.
  • Parking Enforcement
    • All other parking enforcement is currently active and operating normally. Please contact the Public Safety Department at (626) 569-2292 for assistance.
  • Traffic Violations
    • All traffic violation enforcement is currently active and enforced. Temple Sheriff’s Station may be reached at (626) 285-7171 for non-emergency matters. In the event of an emergency, please dial 9-1-1.
  • Animal Control Services
    • Services are available by calling the Public Safety Department at (626) 569-2292. The Department is currently operating its normal hours of operation between 7:00 a.m. to 8:00 p.m. Between the hours of 6:00 p.m. and 8:00 p.m., please leave a voicemail and staff will return your call. For after-hour service, please contact the Temple Sheriff’s Station at (626) 285-7171.

Public Works:

  • Transportation Services / Dial-A-Ride
    • No changes have been made to the Dial-A-Ride schedule. We will continue to offer Dial-A-Ride services for Rosemead residents 55 years of age or older or have permanent disabilities for a low cost of 50 cents each way. For more information, please call (626) 572-4099.

  • Street Sweeping

  • Trash Services
    • There are no changes to the City’s residential trash services schedules. For more information, please visit: Trash Services Information.
    • We encourage you to make any Republic Services payments online or by mail. You may also visit the Republic Services Customer Service Center located at 12949 Telegraph Road, Santa Fe Springs, CA 90607. The office is open Monday through Friday from 8:00 a.m. to 5:00 p.m. For further information, please call Republic Services at (800) 299-4898.
  • Maintenance Services
    • While there are no programs occurring at the City’s public parks, regular maintenance and cleaning is occurring as per normal schedule. Should you have questions regarding the condition of a park, please call (626) 569-2158.

L.A. County Sheriff’s Department (LASD Temple Sheriff Station):

  • In the event of an emergency, please call 9-1-1. Should you need to reach personnel at the Temple Station, please call (626) 285-7171.
  • LASD will focus on high visibility areas, especially at grocery stores and other places where the public congregates.

Resources to Help Residents During COVID-19

CA COVID-19 Rent Relief
Rent relief is now available to income eligible households who need financial assistance for unpaid rent and utilities through the CA COVID-19 Rent Relief program. If you have experienced a financial hardship due to COVID-19, have past due rent or utilities, and have a household income that is not more than 80% of the Area Median Income (AMI), you may be eligible to receive help to pay past due or future rent and utilities from the state of California.

Los Angeles Job Portal
The City of Los Angeles is coordinating an economic response to help Angelenos who have lost their jobs or have had their hours cut back as a result of COVID-19, so that people can find help and jobs while adhering to the Safer at Home orders issued by Mayor Garcetti and Governor Newsom. This site will be continuously updated with resources from the City of Los Angeles, State of California and the Federal Government to help workers.
